The big difference is how it reaches people. With web you send an address; they tap it and it works, and when you change something everyone sees the new version immediately. A phone app has to be installed once, and after every change they have to install it again. So unless you genuinely need an icon on the home screen, or phone-only abilities like the camera or working offline, web is almost always the easier road. And it isn't either-or: the same project can start as a web page and be packaged for phones later, from the same code.
