You can. We fixed this specifically — there was a time when hitting "submit for listing" made the app show up as "doesn't exist" for everyone, the author included, while it was sitting there perfectly fine. Review now affects exactly one thing: whether strangers can discover it. It's temporarily out of the directory and out of public listings, while you keep opening it from its address and keep editing. If a version was already live, it keeps serving — no interruption.
