Because after publishing we open that page ourselves. "The container started" and "this page actually works" are two different things — a 200 can still be a blank screen, when the files the homepage references landed in the wrong place and the browser gets HTML where a script should be. So we fetch the public address once, pull every asset the homepage references, and tell you the verdict: it works, here's what's broken, or we couldn't reach it this time. "Couldn't reach" is reported as exactly that, never as a conclusion — and it never changes the success verdict, because the container really is running.
